EuroHealthNet

EuroHealthNet is a network for national and regional agencies and institutions responsible and accountable for health promotion, public health and disease prevention. It aims at contribution to health improvement. It is present in Brussels and communicates closely with the key EU institutions.  It is a founder member of the EU Health Policy Forum, which produces advisory reports for the European Commission on selected subjects.

EuroHealth Net is set up to focus on policy work between responsible institutions at EU level. As EuroHealthNet takes an increasing interest in policy fields related to health, it is linked to expert organizations already active who may wish to build partnership in health related work. “EuroHealthNet has the ambition to become increasingly active in contribution to the building of a healthier Europe”, as was mentioned by the President, Bosse Pettersson.

The First Training Session in the “Capacity Building for Public Health and Health Promotion in Central and Eastern European Member States and Candidate Countries of the European Union” project was hosted by the Institute of Public Health of Republic of Slovenia, Ljubljana, Slovenia, 22-24 May 2006.

The list of participants included representatives from Bulgaria, Czech Republic, Estonia, Greece, Hungary, Lithuania, Poland, Slovakia, Slovenia, Latvia, Croatia, Bosnia-Herzegovina, from Brussels EuroHealthNet Project, and Clementa Vartolomei, senior researcher, Institute of Public Health, Iasi, Romania.

Mainly, the First Training Session focused on the unitary theoretical and methodological approach and key concepts in health promotion field, in order to facilitate the comparability of the relevant data and results in EU and candidate countries.

The discussions were background on the contemporary operational health promotion definition that supposes to identify and to understand the underlying factors and determinants of individuals and categories of population health.

Sarah Warmala, Swedish National Institute of Public Health, Head of Social Epidemiology Unit, trainer in this session, introduced a cross-cutting approach to health promotion, provided a multidisciplinary view on health, and put in evidence the strong relationship between the public policies and individuals’ health status and outcome.

The First Training Session stress on the three main topics: Health Inequalities, Healthy Ageing, and Mental Health.

In the session of Health Inequalities the trainers Dr. Joop Ten Dam, Senior Consultant, Netherlands Institute for Health Promotion and Disease Prevention and Dr Sarah Warmala, Head of Social Epidemiology Unit, Swedish National Institute of Public Health provided a general knowledge on health inequalities and on the role of health promotion in tackling health inequalities. The necessary differences both between inequality and inequity in health, and determinants of health and health inequalities were made.

One of the most important assertions in this session was “The types of “explanation” we have for health inequalities have implication for what types of policies we might enact to mitigate the inequalities.”

In the Healthy Ageing Session, Ms Caroline Costongs, Program Manager, EuroHealthNet, Brusseles, set the scene for debate around the issue of healthy ageing. Examples of policies and practical intervention were presented. The participants focused on the health inequalities in later life, and the heterogeneity among the older people, including the gender, culture and ethnicity, variations in health, disability and socio-economic status relationship.

Mainly, this session stimulated the exchange of knowledge and experience of healthy ageing intervention.

In The Mental Health Sessions, Gregor Henderson, Director of the National Programme for Improving Mental Health and Well-Being, Scotland, UK, introduced some of the new thinking in mental health promotion and well-being. So, the interventions in mental health area involve social marketing, intervention at individual, family and population levels.

The mental health promotion actions become more efficient tacking into account the particularities in early years and family, children and young people, older people, employment and working life, communities and services.

In the same time, tackling the determinants of overall health (physical, mental and social), and improving inclusion, quality of life and well-being require to promote mental health both in individuals and populations.

All the sessions included lectures and group discussion. The Romanian participation in the First Training Session in Ljubljana was particularly important because the political context , health promotion is changing, and Romania, as all the countries in Europe tries to respond to increasing health problems in collective actions across the Europe.

Some of the specific actions in health promotion of Public Health Institute include indicators and methodologies related with the main topics in the Capacity Building Project, the  First Training Session, Ljubljana, 2006.
